A repulsive core force is derived which, assuming π mesons are the field particles, gives binding energies in good agreement with binding energies per nucleon of heavy nuclei. The physical model consists of a field of relatively short range, in which emission of a π meson by a nucleon and subsequent absorption by a neighboring nucleon is equivalent to a potential well. Objective: The objectives of this study are to understand the current functions, structure and operation of hospital ethics committees (HECs) in Shanghai and to facilitate their improvement. Methods: (1) A questionnaire survey, (2) interviews with secretaries and (3) on-site document reviews of HECs in Shanghai were used in the study, which surveyed 33 hospitals. Results: In Shanghai, 57.56% of the surveyed hospitals established HECs from 1998 to 2005. Most HECs used bioethical review of research involving human subjects as well as (...) bioethical review or consultation regarding medical care services and administrative decision- making. Of the surveyed HECs, 14.3% did not provide any formal bioethical training to the HECs’ members and many HECs had no standard operating procedures. Some HECs had no clear definition of what was “conflict of interest” that should be considered by the HECs, while 44.4% of the HECs did not perform continuing review. Discussion: After the issues of related national regulations, more and more hospitals established HECs in Shanghai, but the functions of HECs need to be further developed and formal training on bioethics should be provided to HEC members. To assure the independence and good performance of HECs, the conflict of interest procedure, the standard operating procedures and bioethical review should be improved. Conclusion: HECs in Shanghai had developed in the preceding 10 years and they played great roles in protecting the rights and welfare of human subjects and patients; some areas need improvement. J. P. Z. Bonilla's methodological approach to truthlikeness is evaluated critically. On a more general level, various senses in which the theory of truthlikeness could be seen as a theory concerned with methodology are distinguished, and it is argued that providing speical sciences with methodological tools is unrealistic as an aim of the theory of verisimilitude. Rather, when developing this theory, one should rest contnet with the more modest aim of conceptual analysis, or of providing explications for the relational (...) concept of being closer to the truth. In addition, some remarks will be made on the difficulties which the similarity approach to truthlikeness has in realizing this aim and which are caused by the important role that Hintikka's constituents have in it. Background: Expanded newborn screening generates incidental results, notably carrier results. Yet newborn screening programmes typically restrict parental choice regarding receipt of this non-health serving genetic information. Healthcare providers play a key role in educating families or caring for screened infants and have strong beliefs about the management of incidental results. Methods: To inform policy on disclosure of infant sickle cell disorder (SCD) carrier results, a mixed-methods study of healthcare providers was conducted in Ontario, Canada, to understand attitudes regarding result management (...) using a cross-sectional survey (N = 1615) and semistructured interviews (N = 42). Results: Agreement to reasons favouring disclosure of SCD carrier results was high (65.1%–92.7%) and to reasons opposing disclosure was low (4.1%–18.1%). Genetics professionals expressed less support for arguments favouring disclosure (35.3%–78.8%), and more agreement with arguments opposing disclosure (15.7%–51.9%). A slim majority of genetics professionals (51.9%) agreed that a reason to avoid disclosure was the importance of allowing the child to decide to receive results. Qualitatively, there was a perceived “duty” to disclose, that if the clinician possessed the information, the clinician could not withhold it. Discussion: While a majority of respondents perceived a duty to disclose the incidental results of newborn screening, the policy implications of these attitudes are not obvious. In particular, policy must balance descriptive ethics (ie, what providers believe) and normative ethics (ie, what duty-based principles oblige), address dissenting opinion and consider the relevance of moral principles grounded in clinical obligations for public health initiatives. Background It has been suggested that researchers are obliged to offer summary findings to research participants to demonstrate respect for persons, and that this may increase public trust in, and awareness of, the research enterprise. Yet little research explores researchers' attitudes and practices regarding the range of initiatives that might serve these ends. Methods Results of an international survey of 785 eligible authors of genetics research studies in autism or cystic fibrosis are reported. Results Of 343 researchers who completed the (...) survey (44% response rate), the majority agreed that their team should (i) inform participants of summary findings (90.7%) and (ii) ensure they gain an awareness of developments in the field (86.9%). Additionally, the majority reported that in practice, their team (i) informs participants of summary findings (69.4%) and (ii) provides other types of relevant non-results information (eg, state of science in the field, opportunities for research participation) (67.9%). Conclusion Researchers endorsed the obligation of communicating with research participants by providing summary findings and other research-related information in equal measure. In light of these findings, it is suggested that while the provision of summary results may contribute to efforts to discharge the obligation of respect for persons, it may be neither a necessary nor a sufficient means to this end. A new probability interpretation of interference phenomena in the double-slit experiment is proposed. It differs from the standard interpretation (based on elementary events happening in complementary, mutually exclusive setups—arrivals of waves to the screen when one of the slits is closed) which encounters the “paradox” that the law of total probability is violated. This new interpretation is free of such difficulties and paradoxes since it is based on compatible elementary events (events happening in the same setup in which happenall events (...) considered—arrivals of quantons to the screen when both slits are open). Quantum objects—quantons—possess simultaneously particle and wave properties. Compatible statistical interpretation synthesizes in a consistent way the superposition principle for waves and the law of total probability applied to compatible events. Such synthesis is a theoretical expression of de Broglie's observation, now fully confirmed by experiments, that the interference fringes obtained on a photographic plate result from an infinite number of tiny local spots which display arrival of quantons, while the set of fringes is a statistical effect of the wave aspect. Although some of Helmholtz’s scientific suggestions are dated with the progress of science, his ontological statements as well as his epistemological studies are still an object of philosophical controversy. The selection of Helmholtz’s epistemological writings, edited as volume 79 in the Synthese Library, contains four papers originally published in German between 1868 and 1887. In these papers are considered among others the epistemological aspects of measuring and numbering, the issues of perceptual cognition, the theory of geometrical knowledge, and the relationship (...) between science and metaphysics. The present collection of the Helmholtz’s articles was previously edited in German, on the centenary of his birth, under the title Schriften zur Erkenntnistheorie. The editors, M. Schlick and P. Hertz, sharing the opinion that Helmholtz’s name is a symbol of a union between epistemologically oriented philosophy and science, had selected from his many epistemological writings only four—the most representative and the most complete. In order to make the papers intelligible not only to philosophers but also to general readers, Schlick and Hertz supplemented the primary texts with explanatory remarks and comments. Some of them have a general introductory character, explaining, for instance, the difference between induction and deduction or elucidating Locke’s conception of two kinds of properties; the others present useful syntheses of methodological solutions, comparing, e.g., Carnap’s or Reichenbach’s ideas with Helmholtz’s. Coastal ecosystems are increasingly dominated by humans. Consequently, the human dimensions of sustainability science have become an integral part of emerging coastal governance and management practices. But if we are to avoid the harsh lessons of land management, coastal decision makers must recognize that humans are one of the more coastally dependent species in the biosphere. Management responses must therefore confront both the temporal urgency and the very real compromises and sacrifices that will be necessary to achieve a sustainable coastal (...) ecosystem, one that is economically feasible, socially just, and ecologically sound. The Covid‐19 pandemic highlighted the need to examine public trust in the U.S. Food and Drug Administration (FDA) vaccine approval process and the role of political influence in the FDA's decisions. Ensuring that the FDA is itself trustworthy is important for justifying public trust in its actions, like vaccine approvals, thereby promoting public health. We propose five conditions of trustworthiness that the FDA should meet when it reviews vaccines, even during emergencies: consistency with rules, proper expert or political decision‐makers, proper (...) decision‐making and noninterference, connection to public preference, and transparency of both reasons and procedures. The five conditions provide a road map of procedural and substantive requirements, which the FDA has variably implemented, focused on ensuring appropriate influence of political interests. While being a trustworthy agency cannot guarantee the public's trust, implementing these conditions builds a groundwork for public trust. (shrink)

As an alternative to universalism and particularism, Intermedialities: Philosophy, Arts, Politics proposes "intermedialities" as a new model of social relations and intercultural dialogue. The concept of "intermedialities" stresses the necessity of situating debates concerning social relations in the divergent contexts of new media and avant-garde artistic practices as well as feminist, political, and philosophical analyses.

Blair equates the constructs of working memory (WM), executive function, and general fluid intelligence (gF). We argue that there is good reason not to equate these constructs. We view WM and gF as separable but highly related, and suggest that the mechanism behind the relationship is controlled attention – an ability that is dependent on normal functioning of the prefrontal cortex. Recently, Rueger and Sharp (1996) and Koperski (1998) have been concerned to show that certain procedural accounts of model confirmation are compromised by non-linear dynamics. We suggest that the issues raised are better approached by considering whether chaotic data analysis methods allow for reliable inference from data. We provide a framework and an example of this approach.

The DAMA project is an observatory for rare processes and it is operative deep underground at the Gran Sasso National Laboratory of the I.N.F.N. In particular, the DAMA/LIBRA (Large sodium Iodide Bulk for RAre processes) set-up consists of highly radiopure NaI(Tl) detectors for a total sensitive exposed mass of ≃250 kg. Recent results, obtained by this set-up by exploiting the model independent annual modulation signature of Dark Matter (DM) particles, have confirmed and improved those obtained by the former DAMA/NaI experiment. (...) A model independent evidence for the presence of Dark Matter particles in the galactic halo is cumulatively obtained at 8.2 σ C.L. No systematics or side reactions able to account for the measured modulation amplitude and to contemporaneously satisfy all the many specific requirements of the signature have been found or suggested by anyone over more than a decade. An example of one of the many possible model dependent corollary quests for the candidate particles and for the related astrophysical, nuclear and particle physics scenarios is presented considering the whole cumulative exposure. Placebo-controlled trials are controversial when individuals might be denied existing beneficial medical interventions. In the case of malaria, most patients die in rural villages without healthcare facilities. An artesunate suppository that can be given by minimally skilled persons might be of value when patients suddenly become too ill for oral treatment but are several hours from a facility that can give injectable treatment for severe disease. In such situations, by default, no treatment is (or can be) given until the patient (...) reaches a facility, making the placebo control design clinically relevant; alternative bioequivalence designs at the facility would misrepresent reality and risk incorrect conclusions. We describe the ethical issues underpinning a placebo-controlled trial in severe malaria. To protect patients and minimise risk, all patients were referred immediately to hospital so that each had a higher chance of prompt treatment through participation. There was no difference between artesunate and placebo in patients who reached clinic rapidly; among those who could not, a single artesunate suppository significantly reduced death or permanent disability, a finding of direct and indirect benefit to patients in participating villages and elsewhere. In his ‘On t and u and what they can do’, Greg Restall presents an apparent problem for a handful of well-known non-classical solutions to paradoxes like the liar. In this article, we argue that there is a problem only if classical logic – or classical-enough logic – is presupposed. 1. Background Many have thought that invoking non-classical logic – in particular, a paracomplete or paraconsistent logic – is the correct response to the liar and related paradoxes. At the most (...) basic level, the target non-classical idea is that some expressions, like ‘all and only the true propositions’, do not behave as we would expect from classical logic. Non-classical theorists argue that the class of all and only the truths is either incomplete or inconsistent: when you truly speak of all and only truths , you're either leaving some truths out, or you're letting some untruths in. Truth, in a slogan, is either gappy or glutty. Non-classicality is not a glib or easy-way-out response to the paradoxes. Innocuous-seeming notions can turn out to be philosophically substantial. Moreover, apparently correct forms of reasoning can turn out to be incorrect. To take a example, a glut theorist must hold that the following argument form is not in general valid. Either p is true or q is true. But p is untrue. So q is true. This argument form may strike our ears as acceptable. But if p is a truth value glut, then the inference fails to preserve truth. According to glut theorists, the inference breaks down in inconsistent contexts: if the subject matter involves gluts, then the inference is to be rejected. And the liar paradox, according to such theorists, shows that truth is exactly the kind of subject matter that yields inconsistency. In the …. (shrink)

Background The use of lengthy, detailed, and complex informed consent forms is of paramount concern in biomedical research as it may not truly promote the rights and interests of research participants. The extent of information in ICFs has been the subject of debates for decades; however, no clear guidance is given. Thus, the objective of this study was to determine the perspectives of research participants about the type and extent of information they need when they are invited to participate in (...) biomedical research. Methods This multi-center, cross-sectional, descriptive survey was conducted at 54 study sites in seven Asia-Pacific countries. A modified Likert-scale questionnaire was used to determine the importance of each element in the ICF among research participants of a biomedical study, with an anchored rating scale from 1 to 5. Results Of the 2484 questionnaires distributed, 2113 were returned. The majority of respondents considered most elements required in the ICF to be ‘moderately important’ to ‘very important’ for their decision making. Major foreseeable risk, direct benefit, and common adverse effects of the intervention were considered to be of most concerned elements in the ICF. Conclusions Research participants would like to be informed of the ICF elements required by ethical guidelines and regulations; however, the importance of each element varied, e.g., risk and benefit associated with research participants were considered to be more important than the general nature or technical details of research. Using a participant-oriented approach by providing more details of the participant-interested elements while avoiding unnecessarily lengthy details of other less important elements would enhance the quality of the ICF. The meta-problem of consciousness is the problem of explaining why we have problem intuitions about consciousness, why we intuitively think that conscious experience cannot be scientifically explained. In his discussion of this problem, David Chalmers briefly considers the possibility of giving a 'genealogical' solution, according to which problem intuitions are 'accidents of cultural history' (2018, p. 33). Chalmers' response to this solution is largely dismissive. In this paper, we defend the viability of a genealogical solution. Our strategy is to focus (...) on a particular problem intuition: the thought that the phenomenal character of colour experience is irreducibly subjective. We use the history of the inverted spectrum thought experiment as a window into how various philosophers have thought about colour experience. Our genealogy reveals that problem intuitions about colour are not timeless, but instead arise in a specific historical context, one that, in large part, explains why we have these intuitions.
